The user requires to associate the Google account with the Developer Console and then get started.

The users have to log in with their Google account to associate with their developer console.

To register Google Play Developer Console

• Log in with a Google account.
• Go to the https://play.google.com/apps/publish/signup/ link.

The page appears as shown in the below figure:

• Fill in the details
• Read and accept the Agreement and Terms of Service
• Select the corresponding checkbox associated with the agreement note.
• Click on the Create account and pay button

Once payment is executed and the registration is verified, a notification email is sent to the user.
